VANDER – Jenell Young moved away from Cumberland County more than 30 years ago, but after her parents died she still wanted to preserve the farmland where she grew up. She wanted to pass it on for at least one more generation, and she found a way to do that through North Carolina’s Conservation Reserve Enhancement Program. That farmland is now the first property in Cumberland County to be protected through this program.
As a result, Young has not only kept the land east of Fayetteville from being developed, she has taken a step in protecting water quality in Locks Creek and the Cape Fear River. It was, at times, a challenging process, but Young said achieving her end goal made it worth it.
“(It was worth it) when I go out there and walk the land where I grew up,” she said. “I think, ‘maybe I’m still my father’s daughter.’”
Young put about 52 acres – as much as would qualify – into a 30-year conservation easement through CREP. Land that had previously grown soybeans and cotton is now home to yellow poplar trees. Yellow poplar trees are good for providing food for pollinators, and bees will be thanking Young for years to come.
While meeting her goal of preservation, the easement also meets the goal of CREP to improve and protect water quality and the habitat in and near waterways. Eric Galamb, the CREP manager in the N.C. Department of Agriculture and Consumer Services, said for some farm owners “we’re taking a liability and turning it into an asset, and landowners are getting paid at the same time.”
CREP is a program within the NCDA&CS Division of Soil and Water Conservation. It encourages farmers with land that touches a stream or wetland to stop growing crops for a period of time and instead plant trees or grasses on that land. In return, landowners receive annual payments and may also get one-time bonus payments depending on whether they choose a conservation easement to last 10, 15 or 30 years or permanently.
“The program began in 1999, and as of Sept. 30, 2019, more than 30,000 acres across the state have been put into CREP,” Galamb said. “We have protected 950 miles of streams through conservation easements.”
After careers in banking and education, Young calls preserving her land her third act. It’s been a bit of a wild ride, involving a road trip to Tennessee for saplings, storing trees in a refrigerator and replanting trees after Hurricane Florence.
“Fayetteville went under water, and so did my baby trees,” she recalled.
However, she said CREP was the right fit for her, so she persevered with the help of people in the many agencies involved. She hopes other farmers will consider if it’s right for them, too.
“I feel good knowing there is still a good use for my land,” Young said.
For more information on CREP, visit http://www.ncagr.gov/SWC/easementprograms/CREP/index.html.?utm_source=rss&utm_medium=rss
The program is available for landowners in approved watersheds in 76 North Carolina counties.

Congratulations to Mac Campbell Jr., recipient of UNCP Distinguished Service Award recently. Mac has been a huge supporter of the university for many years, and currently serves on many local boards and commissions, including Bladen We Care Foundation, Bladen Agri-Industrial and Elizabethtown Airport Board.
Saw an interesting headline recently…”How much $100 is really worth in each state”. It was related to retirees seeking a place to settle down and s-t-r-e-t-c-h their retirement dollars. North Carolina was ranked #18 out of 50 … $100 was worth $109.53 in the Tar Heel state. Mississippi was ranked #1 at $116.69, followed by Arkansas, Alabama, West Virginia and Kentucky. On the other end of the scale, $100 in Hawaii is worth $84.39, according to this release. Others with less buying power … New York, California, New Jersey and Maryland … Tennessee was ranked #16, South Carolina #17 and Virginia #39.
Remember when box trucks traveled throughout the area delivering Jack’s Cookies, Wise Potato Chips, Little Debbie sweets to large and small retail outlets … countywide … and there were more … but no more … Paul Sessom’s Wholesale delivered everywhere. Today, chain stores receive all from one 18-wheeler.
How about milk delivered house to house? Common practice in the 50s and 60s.
And going back to the 40s and 50s … how ’bout folks selling fish, ice and vanilla wafers from a horse or mule drawn wagon?
Oh, well … can’t imagine what it will be like in another 10 to 20 years … drones may do it all.
Laugh alone and the world thinks you’re an idiot.
One thing about being wrong is the joy it brings to others.
Talk is cheap because supply exceeds demand.

By Charlotte Smith
The Bladen County Board of Commissioners held a special called meeting on Wednesday, afternoon at 4:30 in Elizabethtown. As soon as the meeting was called to order, the pledges and prayer were conducted and the board called for a closed session in accordance with NCHS 143-318.11 (a)(3) Attorney/Client Privilege.
After the closed session the commissioners let it be known they were debating about paying for the defense of two Bladen County Board of Election members. The board members could be heard passionately arguing over the issue behind closed doors.
While the commissioners deliberated there were three Democrats in the audience. Rev. Larry Hayes, the Bladen County Democratic Party Chairman said he didn’t know what the meeting was about when asked by a BladenOnline staff member.
Mr. Dwight Sheppard explained, “We know what the meeting is about, but we can not say at this time.” Mr. Sheppard is Mrs. Patsy Sheppard’s husband.
There were two republicans in attendance as well, but they did not talk about the reason for the meeting, and one left shortly after closed session started.
The suspicion was the commissioner’s meeting was about the Bladen County Board of Elections members who have had complaints filed against them.
The Bladen County Republican chairman, Wayne Schaeffer, filed a formal complaint with the North Carolina Board of Elections. He stated issues with Bladen County Board of Election’s members Patricia Sheppard and Louella Thompson; both serve as Democratic board members. In his complaints he states the two have violated ethics rules governing local boards of elections.
The commissioners came out of closed session around 5:20. Commissioner David R. Gooden made a motion to come out of closed session the board approved the motion. Then Commissioner Gooden moved that the “Bladen County Board of Commissioners do not hire a lawyer for the board of elections.” Commissioner Daniel R. Dowless made the second.
Commissioner Dr. Opheila Munn-Goins made remarks about the complaint citing North Carolina statute 160A-167 which states, “board may provide for the defense of any civil or criminal action… allegedly made, in the scope and course of his employment or duty as an employee…”
Dr. Munn-Goins pointed out part of the complaint against the county elections board members claim to have been done during board meetings.
Dr. Munn-Goins, “She should be represented by a county attorney.”
Commissioner Michael Cogdell stated, “I hope we are not setting a precedent, that we will not support elected officials.”
The Bladen County Board of Elections members are not elected officials, but are appointed, Mr. Michael Aycock stated after Commissioner Cogdell’s remarks.
Ms. Ashley Trivette stated she needed to see the report of the allegations to verify that the board of elections representative(s) did make remarks while on duty serving in an official capacity.
Chairman of the Board of Commissioners asked if there was any further discussion. There was none, so he called for the vote.
The motion carried.
Commissioners Britt, Dowless, Gooden, Peterson and Priest voted in favor of the motion.
Commissioners Bullock, Cogdell and Munn-Goins voted against the motion.
Commissioner Trivette did not vote, but abstained and continued to look for the claim.
After the vote the commissioners adjourned. Mr. Sheppard stood with a smile and said, “Well there will be a law suit now.”
Mr. Sheppard sued Bladen Community College in years past and this evening repeatedly talked of another law suit coming soon after the commissioners meeting did not end in his wife’s favor.
North Carolina State Board of Elections will hear the Bladen County complaint case on Friday, Oct. 18, 2019.
